A similar political impasse helped to create federal budget surpluses during the Clinton administration, Conerly said. But he also gave some credit to Monica Lewinsky: The Clinton sex scandal helped distract Congress from major new spending initiatives.
Conerly, who leavened his economic charts and graphs with plenty of stand-up comedy, observed that a sex scandal might help balance the budget today.
"The prospects seem pretty grim though," Conerly deadpanned. "He (Obama) just doesn't seem to be wired the same way Bill Clinton was."
